تعرب مؤسسة ماعت للسلام والتنمية وحقوق الإنسان عن بالغ أسفها لتجاهل المفوضية السامية والأمين العام في تقريرهما المتعلق بالتعاون مع الأمم المتحدة وممثليها وآلياتها في ميدان حقوق الانسان و تجاهل الشكوى الرسمية و التقرير التي تقدمت بها المؤسسة في شهر مايو/ أيار 2018 وتضمنت أدلة موثقة ومؤكدة على قيام حكومة دولة قطر بممارسة أعمال ترهيب وترويع ضد المؤسسة وممثليها اثناء مشاركتها في الدورة 37 و ما بعدها لمجلس حقوق الإنسان ، واستخدمت في ذلك منابر إعلامية ومنظمات تتبنى وجهة نظر دولة قطر ويتم تمويلها وإدارتها من تابعين للحكومة القطرية بغرض تشويه وتخويف المؤسسة ومنعها من مناقشة قضايا انتهاكات حقوق الإنسان ذات النطاق الإقليمي والتي تتوفر شواهد كافية على علاقة دولة قطر فيها وعلى رأسها قضية دعم الإرهاب والتطرف وتغذية خطاب الكراهية .
رغم إرسال الشكوى رسميا منذ أربعة أشهر وتم الرد علينا بوصول الشكوى ، لم يتم تضمينها في التقرير السنوي ، و نحن لا نستطيع ان نقول ان هناك انتقائية في التعامل مع الشكاوى ، وتطالب مؤسسة ماعت بتلقي رد وتفسير واضح لما حدث وتتساءل بشكل رسمي من خلال هذه المداخلة على ” مصير الشكوى المقدمة في مايو 2018 ” ، وتدعو مجلس حقوق الإنسان إلى وضع حد للممارسات الانتقائية التي تمارس من قبل بعض المحسوبين على آليات حماية حقوق الإنسان ، وأن يطلب توضيحات من السيد المفوض عن أسباب حجب الشكوى من الظهور في التقرير السنوي .
Maat Association for Peace, Development and Human Rights deeply regrets the disregard of the Office of the High Commissioner and the Secretary-General in their report on cooperation with the United Nations and its representatives and mechanisms in the field of human rights. As well as their ignorance of the official complaint and report submitted by the Association in May 2018. Whereas, the aforementioned complaint included authenticated proofs that the Government of the State of Qatar had carried out acts of intimidation and terrorization against the Association and its representatives during its participation in the 37th Session of the Human Rights Council. This was implemented by media outlets and organizations that adopt the views of the State of Qatar, and are financed and managed by the Qatari Government. Hence, that was implemented for the purpose of preventing the Association from discussing cases of human rights violations, of which occured on the regional scale, which is sufficient evidence of a relationship in which the State of Qatar has participated. Comes on the top of it, the support of terrorism, extremism, and inciting hate speech.
Although the complaint was officially sent four months ago and we were told that the complaint was received, it was not included in the annual report. While we can not submit that there is a selective method of handling complaints. Therefrom, Maat is demanding a clear response and explanation of what happened, hence more it submits an official inquiry through this intervention on the “fate of the complaint filed in May 2018.” Furthermore, Maat demands the Human Rights Council to put an end to the selective practices which take place by some of those who are supposed to be protecting human rights mechanisms. The Association is also seeking clarifications from the High Commissioner on the reasons for withholding the complaint from appearing in the annual report.
