في منتصف يوليو 2017 اطلقت مؤسسة ماعت للسلام والتنمية وحقوق الإنسان ” مرصد الانتخابات الرئاسية – مصر 2018 ” حيث سيستمر عمل المرصد حتي إصدار التقرير النهائي لتقييم الانتخابات الرئاسية المقبلة ، والمقرر أن تنطلق أولى مراحلها في فبراير 2018 ، وتعلن نتائجها النهائية مطلع يونيه 2018
يهدف المرصد إلى متابعة ورصد وتحليل كافة السياقات المتعلقة بالعملية الانتخابية ، وتقديم المعلومات التى تساعد الرأي العام وأصحاب المصلحة المختلفين على تبني تقييم موضوعي للانتخابات الرئاسية ومدى تعبير نتائجها النهائية على توجهات المجتمع ومسار التصويت ، والحكم على مدى نزاهتها وحريتها .
يعد المرصد استكمال لنشاط مؤسسة ماعت في متابعة كل ما يتعلق بالاستحقاقات الانتخابية والاستفتاءات العامة عقب ثورة 30 يونيه 2013 .
وتستند ماعت في متابعتها للعملية الانتخابية على الرصد والتحليل المبكر للتطورات السياسية والتشريعية والاجتماعية التي قد تؤثر بدرجة أو بأخرى في نزاهة العملية الانتخابية ، وذلك بناءا على المعايير الدولية المتعارف عليها لنزاهة وحرية الانتخابات ، وكذلك بناءا على أحكام الدستور المصري والتشريعات المنظمة ذات الصلة .
يبدأ عمل المرصد في يوليو 2017 باختيار وتأهيل فريق الباحثين والمحللين ومسئولي الرصد الميداني والإعلامي والجهاز الإداري وكذلك تحديد حزمة التقارير والإفادات التي سيصدرها المرصد تباعا ليطلع الرأي العام وأصحاب المصلحة على كافة التطورات ذات الصلة ، ومن المتوقع أن تشمل حزمة التقارير والإفادات مواد معلوماتية وتحليلية لأنشطة المرشحين المحتملين والفعليين والأحزاب والقوى السياسية المختلفة ، وكذلك تحليل التطورات التشريعية والمؤسسية والإجرائية وردود الفعل المجتمعية ، فضلا عن رصد الظواهر التي قد تلعب دورا في السياق العام الذي تجري فيه العملية الانتخابية كأعمال العنف والإرهاب والقرارات ذات الطبيعة الاقتصادية والاجتماعية ، بالإضافة لتقارير رصد وتقييم مجريات العملية الانتخابية ذاتها منذ تشكيل الهيئة المشرفة على الانتخابات ( الهيئة الوطنية ) وصولا لإعلان النتائج النهائية مرورا بمراحل جمع استمارات التأييد والترشح والطعون والدعاية الانتخابية والتصويت والفرز .
وسوف تعلن مؤسسة ماعت في أوقات لاحقة عن إجراءات التنسيق مع المنظمات المحلية والدولية التي ستشارك في متابعة وتقييم العملية الانتخابية ، وذلك وفقا للإجراءات القانونية الحاكمة ، كما ستعلن قبل بدء الإجراءات الميدانية للعملية الانتخابية عن خططها لمتابعة مراحل الدعاية الانتخابية والتصويت والنطاق الجغرافي للعمل الميداني للرصد وأعداد المتابعين وتوزيع أدوارهم .
الجدير بالذكر أن مؤسسة ماعت للسلام والتنمية وحقوق الإنسان حاصلة على المركز الاستشاري بالمجلس الاقتصادي والاجتماعي للأمم المتحدة ، وتهتم منذ نشأتها في عام 2005 بمتابعة العمليات الانتخابية على المستويين المحلي والإقليمي من خلال “برنامج الانتخابات ودعم الديمقراطية ” الذي يعد أحد البرامج الرئيسية للمؤسسة .
وقد صرح أيمن عقيل المحامي ورئيس مجلس أمناء المؤسسة بأن خبرة ماعت السابقة كشفت عن أهمية الرصد والمتابعة المبكرة للعملية الانتخابية ، حيث أن متابعة المراحل الرسمية للانتخابات المتمثلة في الترشح والتصويت والفرز وإعلان النتائج لا تكفي لتكوين انطباع وتقييم موضوعى وأمين للعملية الانتخابية ، ولفت النظر إلى أن متابعة مؤسسة ماعت للانتخابات البرلمانية السابقة على سبيل المثال استمرت عام كامل ( من أول يناير حتى نهاية ديسمبر 2015 ) .
كما أكد عقيل على أن المؤسسة منفتحة تماما للتنسيق مع كافة الأطراف غير الحكومية الراغبة في متابعة العملية الانتخابية لضمان التكامل وعدم التضارب وشمول عملية المتابعة لكافة الجوانب الانتخابية ذات الصلة ، كما أشار إلى أنه يتمنى أن يتم تطبيق أحكام قانون الجمعيات والمؤسسات الأهلية الجديد بطريقة مرنة لا تعيق دور منظمات المجتمع المدني في متابعة الانتخابات على أرضية محايدة وغير مسيسة ، وأضاف بأن مؤسسة ماعت ستتخذ كافة الإجراءات القانونية اللازمة وفقا لأحكام القانون رقم 70 لسنة 2017 ولائحته التنفيذية عقب صدورها ، كما ستلتزم بكافة القواعد المنظمة التي ستتبناها الهيئة الوطنية للانتخابات .

Mid July 2017, MAAT for Peace, Development and Human Rights launched the “Presidential Elections Observatory – Egypt 2018”, as the Observatory’s work will continue till the issuance of the final report to assess the coming presidential elections expected to be inaugurated in February 2018, for the final results to be announced in the beginning of June 2018.
The Observatory aims at following-up, observing, and analyzing the relative contexts to the electoral process, along with providing the information assisting the public opinion and different stakeholders to adopt an objective evaluation to the presidential elections and the reflection of their final results to the community orientation and voting path, as well as judging their integrity and freedom.
The Observatory is a continuation of MAAT’s activity regards following-up the elections and referendums post the June 30 revolution.
MAAT, in its follow-up to the electoral process depends on observation and early analysis to the political, legislative and social developments that might affect the electoral process’ integrity, based on the common international standards for the freedom and integrity of the elections, as well as the Egyptian constitution and relative legislations.
The Observatory’s work started in July 2017 with the selection and rehabilitation of the researchers, analysts, field and media observers, and administrative team, as well as specifying a package of reports and statements that will be issued by the Observatory to present to the public opinion and stakeholders the relative developments, it is expected that the reports and statements shall include informative and analytical data for the activities of the potential and actual candidates along with the different political parties and powers, analyzing the legislative, institutional, procedural developments and community feedback, as well as the phenomena that might play a role in the general context of the electoral process such as violence and terror acts, and socio-economic decisions, as well as the reports observing and documenting the electoral process since the formulation of the National Commission for Elections, to the announcement of the final results including the collection of the forms of support, candidature, challenges, electoral campaigning, voting and counting.
MAAT will announce later on the coordination procedures with local and international organizations participating in the observation and evaluation of the electoral process, according to the governing legal procedures, and before the start of the field procedures of the electoral process, the Foundation will announce its plans to observe the electoral campaigning, voting, geographical scope for the field wok, number of observers and distribution of their roles.
It’s worth mentioning that MAAT for Peace, Development and Human Rights is in Consultative Status with the Economic and Social Council of the United Nations, and is concerned since its establishment in 2005 on the observation of electoral processes on local and regional levels via the “Elections and Supporting Democracy” program.
Ayman Okeil, Lawyer and Head of the Board of Trustees stated that “MAAT’s previous experience indicated the significance of early follow-up and observation of the electoral process, as the follow-up of the official sages of the elections represented in candidature, voting, counting, and announcing the results are not sufficient to have an objective and honest impression and evaluation on the electoral process, indicating that MAAT’s follow-up to the previous parliamentary elections continued for one year between Jan-Dec 2015”.
Okeil also confirmed that the Foundation is open to coordination with all non-governmental actors willing to observe the electoral process to guarantee integration and lack of conflictions, as well as the inclusion of the observation to all the electoral aspects, expressing his desire for the new NGOs Law regulations to be implemented in a flexible manner allowing civil society organizations to observe the elections on neutral and non-politicized ground, saying that MAAT will take all the legal actions according to the regulations of Law No. 70/2017 and its expected executive bylaws, as well as the regulations adopted by the National Commission for Elections.
