شركاء من أجل الشفافية تصدر ورقة بحثية جديدة نظم الحوكمة ودورها فى تعزيز الشفافية والنزاهة … الحكومات المفتوحة كمثال Partners for Transparency issues a new Research Paper Governance system and its role in promoting transparency and integrity.. Studying Open Government is an example.

أصدرت مؤسسة شركاء من أجل الشفافية ورقة بحثية جديدة في إطار أعمال مرصد سياسات الشفافية والنزاهة، جاءت الورقة تحت عنوان ” نظم الحوكمة  ودورها في تعزيز الشفافية والنزاهة .. دراسة الحكومات المفتوحة كمثال “
تركزت الورقة على البحث في نموذج الحكومة المفتوحة ومدى جدواه وأثره على تعزيز الشفافية والنزاهة ودوره كضمانة للحكم الرشيد ومشاركة المواطنين فى الشأن العام. ، من خلال  تعريف الحكومات المفتوحة  ، واستعراض العناصر الرئيسية لاستراتيجيات ومبادرات الحكومة المفتوحة، ثم دراسة أثر ومردود هذه الحكومات المفتوحة وجهودها لتحقيق النمو والتنمية.
تناولت الورقة  مبادئ الحوكمة الرشيدة،  المتمثلة في  المساءلة ، والمشاركة ، الشفافية ، سيادة القانون ، مكافحة الفساد ، العدالة ، الانضباط ، وأخيرا المسئولية الاجتماعية ، واستعرضت حالة الدول العربية فيما يتعلق بالحوكمة الرشيدة ، حيث أشارت إلى ان حكومات غالبية الدول العربية تأتى فى مراتب متأخرة فيما يتعلق بمستوى الحوكمة على الصعيد العالمى، وهو ما ادي لتراجع نظرة المجتمع إزاء فعالية الحكومة فى العديد من هذه الدول خاصة فى العقد الأخير، تحديداً فيما يتعلق بحجم الخدمات العامة المقدمة وجودتها، ودرجة مهنية الخدمة المدنية واستقلاليتها، وجودة صياغة السياسات وتطبيقها ونجاحها، ومصداقية الحكومة فى التزامها بهذه السياسات.
تناولت الورقة أيضا مصطلح الحكومة المفتوحة الذي  يرتكز على  الفكرة القائلة بأحقية الشعب فى الإطلاع على وثائق حكومة دولتهم والإجراءات التى تقوم بها، وبأحقيتهم فى مراقبة تصرفاتها، على الأقل بما يجعل لدى هذا الشعب فكرة عامة عما تفعله حكومته. ، كما تعنى الحكومة المفتوحة أيضاً تحسين الاتصالات وعمليات الإدارة فى مختلف فروع ومستويات الحكومة، مما يعنى إتاحة المزيد من المشاركة الداخلية ، واستعرضت التطور التاريخي لمأسسة هذا المصطلح  وهو ما تجلي في عام 2011 من خلال إنشاء “شراكة الحكومة المفتوحة (OGP) ” من خلال  تعهد ثمانى دول بالعمل مع المجتمع المدنى جنباً إلى جنب لمكافحة الفساد ورفع مستوى الشفافية ، ثم في ديسمبر 2012م، اكتسبت الشراكة دعماً كبيراً بصدور قرار الجمعية العامة للأمم المتحدة رقم (67/ 218) بشأن تعزيز الشفافية والمشاركة والمساءلة فى السياسات المالية العامة. ، وفى العام 2014م، اعتمدت منظمة التعاون الاقتصادى والتنمية “مبادئ إدارة الموازنة”، التى أقرت مبدأ المشاركة الشعبية المباشرة فى السياسة المالية. وفى العام 2015م، نشر “قانون الممارسات الجيدة للشفافية المالية الصادر عن صندوق النقد الدولى، والذى أقر المبدأ ذاته.
وقد خلصت الورقة الي تقديم عدد من التوصيات من اجل الوصول إلى نتائج جيدة فى مجال حوكمة القطاع العام  في الدول العربية ومنها مصر   كان من أهمها  إعادة هيكلة الجهاز الإدارى  لمنع  تداخل أدوار الأجهزة أو عدم وضوح الاختصاصات والأدوار الموكلة لكل جهاز ، وإيجاد آلية للفصل بين الأدوار الرقابية والتشريعية والتنفيذية، وتأهيل كوادر بشرية قادرة على إدارة تلك الأدوار بفعالية. ، أبرز الممارسات الدولية الناجحة فى عملية الحوكمة ومبادئها الأساسية، ليكون ، إشراك المؤسسات المعنية بالحوكمة من خلال إتاحة الفرصة لها لتقديم أفكار ورؤى، ومقترحات تُسْهِمُ فى وضع رؤية مكتملة.


Partners for Transparency issued a new research paper in the framework of the Transparency and Integrity Policy Observatory. The paper is entitled “Governance Systems and Their Role in Promoting Transparency and Integrity.. Studying Open Government as an example.”
The paper focused on researching the open government model, along with the extent of its feasibility and impact on enhancing transparency and integrity, and its role as a guarantee for good governance and citizen participation in public affairs. By defining open governments, reviewing the key elements of its strategies and initiatives, and then examining the impact and returns of these open governments and their efforts to achieve growth and development.
The paper tackled the principles of good governance, namely accountability, participation, transparency, rule of law, combating corruption, justice, discipline and social responsibility, and reviewed the state of the Arab countries with regard to good governance, pointing out that the governments of the majority of Arab countries come in the last positions with regards to the level of governance worldwide. Which has led to a decline in the society’s view of the effectiveness of the government in many of these countries, especially in the last decade, in terms of the size and quality of public services provided, the professionalism and independence of the civil service, policies and their application and success, and the credibility of the government’s commitment to these policies.
The paper also dealt with the term “open government”, which is based on the idea of the people’s right to have access to the documents of their government, and the procedures that they carry out. The Open Government also aims to improve communication and management processes in various branches and levels of government, which means greater internal participation. It also reviewed the historical development of the term institution, which was demonstrated in 2011 through the establishment of the Open Government Partnership (OGP) Eight countries worked together with civil society to fight corruption and raise transparency. In December 2012, the partnership gained significant support in UN General Assembly Resolution No. 67/218 on enhancing transparency, participation and accountability in fiscal policies. In 2014, the Organization for Economic Co-operation and Development (OECD) adopted the Principles of Budget Management, which recognized the principle of direct public participation in fiscal policy. In 2015, the International Monetary Fund’s “Good Practice for Financial Transparency”  which passed the same principle.
The paper concluded with a number of recommendations to achieve good results in the field of public sector governance in the Arab countries, including Egypt. The most important of these were the restructuring of the administrative apparatus to prevent overlapping of the roles of the agencies or the lack of clarity of the roles and responsibilities assigned to each organ. As well as the rehabilitation of human cadres capable of effectively managing these roles.  To highlight the international best practices in the governance process and its basic principles, so as to involve the institutions concerned with governance by providing them with the opportunity to present ideas, visions and proposals that contribute to the development of a particular vision.
